(57) Provided are a colored concrete block manufacturing method, with which a wide variety of color coating materials can be used and there is little degradation of appearance due to aging, and a colored concrete block. The colored concrete block manufacturing method comprises a coating step for coating a color coating material onto the sur­face of a concrete block body (2) to form a colored coating (3), and a polishing step for scraping away the colored coat­ing (3) from the tops of protrusions (6) on a relief surface of the concrete block body (2) until the bare surface (4) of the concrete block body (2) is exposed, so as to prevent peeling away of the colored coating (3) in recesses (5).
