(57) The permeable roadway concrete block of the present invention comprises a lower layer concrete composition (100) manufactured using an alkaline aqueous solution (10) containing carbon dioxide; an upper layer mortar composition (200) laminated on top of the lower layer concrete composition (100) and manufactured using an alkaline aqueous solution (10) containing carbon dioxide; and the alkaline aqueous solution (10) is manufactured by capturing carbon dioxide in the atmosphere and allowing it to pass through water (20) so that the hydrogen ion concentration index PH of the water becomes 12 to 14.
